	Every Pokemon that can appear on a card belongs to one of four rarity tiers, set by how likely it is to turn up in a spawn taken at random anywhere on the server. This accounts for how many biomes and times of day a Pokemon can appear in, not just how heavily it is weighted where it does appear, so something restricted to one or two biomes ranks as rarer than its raw spawn weight alone would suggest. 	This is a different figure from the one the [[Spawn Calculator\|spawn calculator]] reports. The calculator answers "standing in this biome, at this time, what are the odds the next spawn is this Pokemon", so it describes one location at its best. A tier describes the whole world at once, and a Pokemon can be reasonably likely in one specific place while being very hard to run into anywhere else. Charizard is the clearest example: the calculator gives it 0.293% in the air over eroded badlands during the day, its single best spot, and that is 1 in roughly 340 air spawns in one biome. Across the world it is 25 times rarer than a typical Pokemon, so it is Ultra Rare here.

	A card is not drawn at random from the whole pool. Every card is guaranteed 11 Common, 7 Uncommon, 5 Rare and 2 Ultra Rare, which fills the 25 squares of a 5x5 grid exactly, so two cards are comparable in difficulty.
